Content is king. 'Produce' and keep activity. If others dont post, then youre the last rempart between activity and complete inactivity.

A combination 3 being/staying active could help for maintaining a minimum activity. The idea is for exchanges to occur, not onesider talks (blogs exist for that) or an exchange between 2.
If there are fresh topics, there can be discussion (there, people being still active can help).
If there are no fresh topics, there is nothing to discuss.

Activity brings further activity. Spread the fresh content added/updated across multiple threads (for varied interests to find something they can join the exchange about). What could people think if they see only 2 threads having been replied to 10 times in a day, compared to if 10 different threads were updated instead?

I agree, this is exactly what I've been trying to do and encourage on my forum.

Fresh news, content, screen shots, videos, downloads and other things are all what hooks visitors and entices them to participate on the forum. No one is going to bother joining, posting or participating on a forum that appears dead/inactive.
